Maryland Black Bear Hunting Lottery is underway APPLY NOW! Go to http://blackbear.dnr.state.md.us/ Online applications for the Maryland Black Bear Lottery are being accepted until 11:59 p.m. (almost midnight) on Friday, September 2.
To apply, a $15 nonrefundable application fee must be submitted via credit card, check, or money order. All payments must be received by 12 p.m. on Monday, September 5, 2010. Checks and money orders should be made payable to MDDNR Black Bear and mailed to MDDNR Black Bear, P.O. Box 360, Frostburg, MD 21532.
Only one application per person will be accepted. Duplicate applications will result in disqualification and forfeiture of all fees. Registrations will also be accepted by phone between August 22 and August 26 from 9 a.m. to 5:30 p.m. at 1-888-579-6768. Applications issued will be valid for this year’s black bear hunting season, which will take place October 24 through October 29.
This year’s hunt will follow the same successful model we’ve used for the previous bear hunting seasons.
The application process will follow the Preference Point System for bear hunting permit applications that DNR implemented in 2007. Hunters who apply this year will receive one entry in the random drawing as well as one additional entry for each past consecutive year they have applied. Therefore, those hunters who applied unsuccessfully in 2007, 2008, 2009 and 2010 will receive five entries in the drawing when they apply this year. The following rules also apply: Applicants must apply each year to retain preference points. If an applicant skips a year, all preference points will be forfeited. Once an applicant is selected to receive a bear hunting permit in the random drawing, all preference points will be forfeited. If an applicant is selected in the random drawing, but forfeits the permit, all preference points will be forfeited. Applicants will have the opportunity to purchase a preference point. This will allow those hunters who cannot hunt in 2010 the opportunity to retain their preference points for use in future drawings. DNR will issue 260 bear hunting permits with a quota of 55-80 bears and will close the hunt when the quota is reached. The opportunity to hunt black bears in Maryland remains limited to Garrett and Allegany counties.

Each year, the Maryland Department of Natural Resources (DNR) Wildlife and Heritage Service reviews waterfowl population status information and develops waterfowl hunting season proposals based upon federal frameworks. In reviewing these proposed hunting seasons and bag limits it is important to note that the priorities considered by the DNR in formulating hunting season proposals include (1) the biological needs of the waterfowl resource, (2) regulation simplicity, and (3) maximizing hunting days (especially Saturdays and holidays) and opportunity for all hunters. Hundreds of contacts are made each year with waterfowl hunters who express their opinions and desires about waterfowl hunting opportunities. This input is critical to the development of hunting season and bag limit proposals. It is important to note that states may be more restrictive than the federal frameworks, but not more liberal when selecting seasons and bag limits within the federal frameworks.
Note: Shooting hours for regular waterfowl seasons are one-half hour before sunrise to sunset except for (1) teal during the September season when shooting hours are sunrise to sunset, (2) for Resident Canada geese during September seasons when shooting hours are from one-half hour before sunrise to one half hour after sunset/ and (3) for light geese during the Light Goose Conservation Order Season when shooting hours are one-half hour before sunrise to one half hour after sunset. All dates are inclusive. There is no possession limit for light geese; for all other waterfowl, the possession limit is twice the daily bag limit. Waterfowl hunting is closed on Sundays in Maryland by federal regulation to compensate for the prohibition of hunting for game species other than deer on Sundays by Maryland law.

These seasons and bag limits are preliminary and are under consideration by the Maryland DNR – Wildlife and Heritage Service. Final season selections will be made in late August following the public review process. Final season selections will be forwarded to the USFWS no later than September 1 for approval. Final selections will not become official until mid-September. A synopsis of the 2010-11 Migratory Game Bird Hunting Seasons will be distributed to sport-license agents throughout the State in mid September and will be available online at http://www.dnr.state.md.us/wildlife/Hunt_Trap/waterfowl/index.asp.

2011 Light Goose Conservation Order Season
The Maryland Department of Natural Resources will continue to implement a Light Goose Conservation Order season which will allow hunters to harvest light geese after the established regular 2010-2011 hunting season. Greater and lesser snow geese and Ross’s geese are collectively referred to as light geese.
The Light Goose Conservation Order season will run from January 31 to April 16, 2011. Special hunting methods allowed during Conservation Order season include unplugged shotguns, electronic calls of light geese, and extended shooting hours (1/2 hour before sunrise to ½ hour after sunset).
Waterfowl hunters participating in the Conservation Order season must possess a permit. The permit, referred to as the Snow Goose Conservation Order Hunting Season permit, can be obtained from any DNR Sport license agent, DNR online licensing, DNR Licensing and Registration Service Center or by phone (1-800-918-2870) for a $5 fee. Hunters are required to keep the permit receipt in their possession while hunting light geese during the Conservation Order season.
Participants will also be required to possess a valid Maryland hunting license (resident Delaware licenses are also acceptable) and a 2010- 2011 Maryland Migratory Game Bird Hunting Stamp. Possession of a federal duck stamp is not required during the Conservation Order season.
A Conservation Order is a special management action authorized by the Migratory Bird Treaty Act that is used to control wildlife populations when traditional management programs are unsuccessful in preventing overabundance. This action is granted under the authority of the US Fish and Wildlife Service.
